According to the document, the following main provisions were approved for 2026:
- The Civil Defense Preparation Plan of the Kyrgyz Republic;
- The Plan for Staffing the Management Bodies of the State Civil Defense System.
These documents establish the training rules for ministries, agencies, local governments, and all organizations, regardless of their legal form.
All state institutions, regional administrations, and city halls will be given one month to develop their sectoral and regional civil defense plans in cooperation with the authorized body.
In addition, agencies are required to implement all activities provided for in the national plan, within the approved budget and established staff numbers.
The decree also repeals document No. 54, which was adopted on February 17, 2025, and contained similar plans for the previous year.
This decree will come into effect in 10 days.
