Two informants close to the Kremlin confirmed that this decision is final. They cited the increase in cases of recruitment, including minors, for participation in illegal activities as the main reason for the block.
Earlier, the Minister of Digital Development, Communications and Mass Media, Maksut Shadayev, emphasized that the authorities do not intend to impose restrictions on the operation of Telegram in the special military operation zone. "The decision not to restrict the operation of Telegram in the special military operation zone has been made," he noted at a meeting of the State Duma committee on information policy on February 18.
Nevertheless, the minister expressed hope that over time, military personnel would switch to other platforms.
This week, "Rossiyskaya Gazeta" and "Komsomolskaya Pravda" reported the initiation of a criminal case against Telegram founder Pavel Durov on charges of aiding terrorist activities. Durov links this case to an attempt to "restrict the right to privacy and freedom of speech."
According to KP, the Telegram administration did not comply with the demands of Roskomnadzor and did not delete 1,369 channels, chats, and bots related to child pornography, as well as 3,771 concerning drugs, 2,666 on the topic of suicide, and 2,124 involving minors in illegal activities. Additionally, more than 10,500 channels calling for extremism and related to "funding the enemy" were not removed.
