
New measures aimed at improving family policy are coming into effect in Uzbekistan. President Shavkat Mirziyoyev signed a relevant decree, according to which, starting from 2027, young people who marry at the age of 21 and older will be able to receive state support on a priority basis. If such families are registered in the Social Registry, they will receive subsidies, loans, and grants increased by 50%. Additionally, couples wishing to formalize a marriage contract in advance will be exempt from paying the state duty upon its registration.
The decree emphasizes the fight against early marriages, which currently account for almost 40% of all unions formed in the country. Authorities intend to introduce administrative responsibility for enticing minors into marriage and promoting such relationships. Starting from September 1, 2026, citizens reporting such violations will receive 15% of the amount of the imposed fine as a reward. Employees of medical, educational, and religious institutions will be required to inform law enforcement about cases of early pregnancy and attempts to marry individuals under the age of 16. To improve control, the Ministry of Internal Affairs will create a special electronic module called O"smir-signal.
The changes will also affect the education sector: starting from the 2026/27 academic year, pregnant students and mothers of children under three years old will have the opportunity to continue their studies. They will be provided with a "second chance" with individual conditions for mastering the educational program. At the same time, a large-scale program for preparing for family life, aimed at preventing violence, will begin in the country. It is expected that by 2030, all newlyweds will undergo free training in specialized centers.
