
Today, March 11, 2026, the President of Kyrgyzstan, Sadyr Japarov, addressed the Jogorku Kenesh, answering questions from deputies.

Anti-corruption initiative and judicial reform
The President emphasized the continuation of a tough stance against corruption, stating that he will spare no one, not even his close ones.
I will not spare anyone. Even if it is my own brother, he will not go unpunished. My children and brothers do not work in public service, so I am at ease.

He noted that among the 10 candidates for the head of the Ministry of Emergency Situations, 9 had connections to corruption, complicating the search for honest candidates.
Regarding the judicial system, the President stressed that "curators" who exerted pressure on judges have been completely excluded. He personally monitors the situation and maintains contact with judicial representatives to prevent any pressure.
Return of assets and their future fate
The government is preparing to publish a complete list of returned state property, including buildings and enterprises, which will be made public after the verification is completed.
I have instructed the General Prosecutor's Office, the Ministry of Internal Affairs, and the State National Security Committee to accept and thoroughly check all statements. If any employees have illegally seized property or money from entrepreneurs, they must return everything to the owners.

Support for local production
The President instructed the government to prioritize local producers in government procurement, pointing out the syringe manufacturing plant, whose products are still insufficiently represented in the market.
Overcoming regionalism and student rotation
The President noted that eliminating the division of the country into north and south is a matter of national security. Starting from September 2027, mandatory student rotation will be introduced, where applicants from southern regions will be sent to study in northern universities, and vice versa, with a total of 10,000 grant places allocated annually.
Additionally, the head of state urged deputies not to allow a split in parliament, stating that any attempts at regional division will be suppressed.
Increasing the value of state awards
Sadyr Japarov also expressed his opinion on reforming the award system, suggesting reducing their number from 47 to 20 in order to restore their significance and eliminate cases of purchasing titles for money.

Social guarantees for citizens
The head of state expressed his desire to eventually ensure the payment of benefits to all children under 16, regardless of their families' income levels.
Moreover, he noted support for graduates of the presidential school "Akyiman," who are guaranteed jobs in public service immediately after graduation.
Civil actions and rallies
Regarding rallies, the President clarified that the authorities are not against actions (the main venue is Gorky Park), however, slogans must be in accordance with national traditions, as the ideas of some participants are supported by only 1 percent of the population.
Digitalization of parliamentary work
The President called on the Jogorku Kenesh to switch to an electronic document management system (the so-called "electronic parliament") to eliminate paper work. According to him, since 2020, the parliament has consumed 65 tons of paper, which creates significant expenses.
