In Kyrgyzstan, state mining and licenses for the supply of virtual assets have been legalized

Today, January 20, the press service of the President's Administration announced that President Sadyr Japarov has signed the Law of the Kyrgyz Republic "On Amendments to the Law of the Kyrgyz Republic 'On Virtual Assets'."

This law was approved by the Jogorku Kenesh on December 24, 2025, and aims to improve state control in the field of virtual asset services, as well as to ensure transparency and stability in this market in the country.

Furthermore, the law provides for the possibility of creating a special regulatory regime, or "regulatory sandbox," in certain territories. This will allow the President of Kyrgyzstan to test new legal approaches in the field of virtual assets for a certain period.

The authorized body responsible for implementing policy and oversight in the area of virtual assets will handle licensing and issuing permits within this special regime. Licenses will have a limited validity period, will be personal, and will not be transferable to other individuals. Legal entities interested in obtaining a license to provide virtual asset services must submit an application to the authorized body.

The law also requires everyone engaged in mining to register in accordance with established rules. Individual entrepreneurs and legal entities that have registered will be able to start mining upon receiving a certificate.
