According to reports, on January 22, 2026, a local resident approached the police department of the Jayil district. He stated that in November 2025, he met I.R., who was an employee of one of the lyceums in Kara-Balta.
I.R. promised to enter information about the completion of training into the electronic database for obtaining a driver's license, requesting 30,600 soms for his services. However, after receiving the money, he stopped communicating and did not fulfill his obligations.
Based on the collected materials, a criminal case was initiated under Article 209 (fraud) of the Criminal Code of the Kyrgyz Republic.
During the investigation, the police identified the suspect and detained him. He turned out to be I.R., born in 1966, who had previously been convicted. He is currently in a temporary detention facility.
The investigation is ongoing. The Main Internal Affairs Department of the Chui region urges anyone who has been a victim of the detained individual to contact the police department of the Jayil district or call the numbers 0701203102 and 0312221558.
