The meeting was chaired by the Deputy Chairman of the Supreme Court, Nurlan Musaev. Judges dealing with criminal, civil, and economic cases, as well as employees of the Main Department of Internal Affairs, also participated in the discussion.
During the event, issues regarding the current state of cybercrime in the country, the main types of internet fraud, and methods of interaction between the courts and law enforcement agencies in the context of digitalization were raised.
Representatives of the Ministry of Internal Affairs shared information about the most common forms of cybercrime in Kyrgyzstan. These include: telephone and messaging fraud, where criminals impersonate bank employees, the Ministry of Internal Affairs, or the State Committee for National Security to obtain SMS codes and financial resources; phishing using fake websites to steal bank card and account data; hacking accounts on WhatsApp, Telegram, and social networks to send messages on behalf of acquaintances; as well as "investment scams" promising high returns on investments in cryptocurrency and financial projects, followed by the embezzlement of funds.
The criminal legislation of Kyrgyzstan has been supplemented with new provisions that strengthen responsibility for fraud, including the introduction of liability for dropperism—using front persons to cash out criminal proceeds. Issues related to money laundering through cryptocurrency exchanges and new challenges associated with the use of crypto assets for concealing and legitimizing illegal income were also discussed.
