In 2025, the Ministry of Internal Affairs held 226 people accountable for dropperism

In 2025, 226 people were held accountable in Kyrgyzstan for participating in dropper schemes. This was reported by Nurbek Abdiyev, Deputy Minister of Internal Affairs, during a meeting of the committee of the Jogorku Kenesh responsible for finance, budget, entrepreneurship, and competition development.

Abdiyev emphasized that explanatory activities about the risks of participating in fraudulent schemes are actively being conducted in the country.

“We regularly appeal to citizens not to share their personal data and bank cards, as this can lead to significant losses from the actions of fraudsters. We even place warnings near ATMs to inform people. However, despite this, some young people, including students, continue to sell their cards. Fortunately, the number of such cases is decreasing as young people begin to realize the possible consequences,” noted the deputy minister.

He also added that the police are actively conducting awareness-raising work among the population.

It should be noted that in 2025, deputies adopted amendments to the Criminal Code that introduce penalties for dropper schemes. As a result, a new article was added to the code, according to which the transfer or sale of bank cards, virtual wallets, and SIM cards to third parties for the purpose of committing illegal actions is now subject to various fines and prison terms depending on the severity of the offense.
