Victims have been refunded 73 billion 896 thousand 429 soms
At a meeting of the Jogorku Kenesh, Nurbek Abdieyev, Deputy Minister of Internal Affairs, presented data on internet fraud for 2025.
This year, 1,147 criminal cases related to the theft of funds via the internet were registered. Of these, 832 cases were solved and forwarded to court.
The total damage from fraudulent activities amounted to 826 billion 495 thousand 682 soms, while victims managed to recover 73 billion 896 thousand 429 soms.
Abdieyev noted that a large portion of the losses remains unreimbursed for several reasons. In particular, victims do not always file reports in a timely manner, and fraudsters successfully withdraw the stolen money abroad.
As mentioned, citizens usually realize that they have become victims of fraud only 1–2 days after transferring money.
Fraudsters, in turn, withdraw the stolen funds within 1–2 hours.
To address this issue, the Ministry of Internal Affairs, together with the National Bank, is implementing a "cooling-off period" mechanism for online transactions.
This will allow for the suspension of suspicious transfers to conduct checks and, if necessary, return funds to the victims.
