Kazakhstan is leasing land at Issyk-Kul from Kyrgyzstan for 49 years. The deputies of the Senate of the Republic of Kazakhstan ratified the corresponding agreement on February 12, according to Tengrinews.kz.
The agreement between the governments of the two countries establishes the conditions for the modernization of resort and recreational facilities in the Issyk-Kul region, extending Kazakhstan's obligations until the end of 2029. These obligations are aimed at transforming the facilities into 3- and 4-star hotels operating year-round. The agreement was signed on July 4, 2006.
According to Senate deputy Nuriya Niyazova, Kazakhstan will have the opportunity to attract investors and even demolish existing structures on the leased territory. The agreement also secures Kazakhstan's rights to four specific facilities: the "Kazakhstan" sanatorium, the "Samal" rest house, the "University" sports and health camp, and the "Olympus" sports and health center.
"Currently, an investment project is underway to build a new 'Kazakhstan' sanatorium on the shores of Issyk-Kul, which is planned to be completed in the 4th quarter of 2026. Additionally, the demolition of all current buildings is planned, except for the dacha No. 1 of Dinmukhamed Akhmedovich Kunayev, which will be transformed into a house-museum to preserve the historical and cultural heritage," Niyazova reported.
As for the second document signed on December 1, 2009, it pertains to the lease of land plots in the Issyk-Kul district. This agreement grants Kazakhstan the right to lease land plots.
"According to the agreement, Kazakhstan is leased land plots with a total area of 58.8 hectares for a period of 49 years," Niyazova clarified.
She also noted that the Kyrgyz side guarantees the protection of the leased facilities and commits not to take steps to expropriate them for the benefit of the state.
