Kazakhstan ratified the agreement with Kyrgyzstan on sanatoriums at Issyk-Kul

The Senate of Kazakhstan has approved the ratification of an agreement with Kyrgyzstan regarding property rights to facilities on Issyk-Kul, as well as the leasing of land plots. This was reported by Maxim Spotkay, head of the apparatus of the upper chamber of the Parliament of the Republic of Kazakhstan.

According to him, the signed documents create a legally justified platform for Kazakhstani resorts located in the Issyk-Kul region. The agreement includes the establishment of property rights and the formalization of leases for land plots under the resorts.

In accordance with the agreement, Kazakhstan acquires ownership rights to such facilities as the "Kazakhstan" sanatorium, "Samal" rest house, "University" sports and health camp, and the "Olympus" center.

Additionally, the land plots will be leased for a period of 49 years, with a total area of 58.8 hectares.

The deadline for fulfilling obligations to modernize the facilities to the level of 3-4 star hotels is extended until the end of 2029, with the exception of one base. All facilities are planned to be transitioned to year-round operation.

Kyrgyzstan guarantees that it will not take measures to seize the facilities if they are used for their intended purpose.

The ratification procedure for this agreement was completed in the Mazhilis in December of last year. On May 27, 2025, the President of Kyrgyzstan signed a law ratifying two protocols with Kazakhstan related to these facilities.

It is worth noting that on December 4, 2024, a Kazakh-Kyrgyz intergovernmental council was held in Bishkek, where the Prime Minister of Kazakhstan, Olzhas Bektenov, and the then head of the Cabinet of Ministers of Kyrgyzstan, Akylbek Japarov, discussed issues of Kazakhstan's property rights to facilities located on the shores of Issyk-Kul.

The parties established obligations under which Kazakhstan must transform the "Kazakhstan" sanatorium into a four-star hotel, and the "University" camp and "Samal" rest house into three-star facilities. The "Olympus" center also needs to be modernized, but without a specific star rating requirement. The deadline for fulfilling all obligations is set for December 31, 2029.
