Participants discussed how to attract unused production facilities into economic circulation. It was mentioned that the region has many sites with ready infrastructure and favorable locations. However, investors often face a shortage of ready-made sites, which leads to the need for converting agricultural land and extending project implementation timelines.
Thus, idle enterprises are viewed as an important resource for the reindustrialization of the region.
Azamat Osmonov emphasized that the state does not intend to seize or redistribute property. The presidential representative office acts as a dialogue initiator and ensures transparency, as well as being ready to protect the interests of owners in negotiations with potential investors.
Entrepreneurs were offered a mechanism for voluntary cooperation with investors, which includes leasing, creating joint ventures, selling shares, or fully divesting assets. These interactions will be documented in memorandums of cooperation and, if necessary, formalized in contracts.
It is expected that the implementation of this initiative will lead to the creation of new jobs, an increase in tax revenues, a reduction in the burden on agricultural lands, and the formation of a registry of ready industrial sites in the Chuy region.
