This decision was formalized by resolution No. 93, signed by the Chairman of the Cabinet of Ministers Adylbek Kasymaliev on February 12, 2026.
The plot, which is irrigated arable land, is state-owned (contour No. 220) and is intended for the following facilities:
- an asphalt concrete production plant;
- a stone crushing plant.
This decision was made based on Article 18 of the Land Code of the Kyrgyz Republic, taking into account the instructions of the presidential representative in the Jalal-Abad region and the decisions of the local mayor's office.
The Manas city administration is tasked with:
- making the necessary changes to land registration documents;
- ensuring the targeted use of this plot;
- developing and approving urban planning projects;
- compensating for losses in agricultural production and lost profits;
- analyzing low-productive lands and returning them to agricultural circulation;
- ensuring compliance with environmental and construction standards;
- creating safe systems for the drainage of rainwater and meltwater;
- ensuring monitoring of seismic hazard processes;
- observing the right-of-way of the highway;
- preserving historical and cultural heritage sites, if discovered.
In case of non-targeted use of the plot, its expropriation is provided for, with restoration to its original state.
The resolution was published in the newspaper "Erkin Too" on February 20, 2026, and comes into effect 10 days after publication.
