The Cabinet has changed the terms of the investment project at the "Ak-Kula" racetrack: The investor will pay $68 million to the budget.

- The Cabinet of Ministers of the Kyrgyz Republic has updated the resolution dated November 26, 2024, No. 714, concerning the allocation of land for an investment project. This project includes the construction of a complex of business centers, a hotel, and other social and infrastructure facilities in Bishkek, as well as free access zones.

The new version of the resolution states that the project will be implemented by the company OsOO "RCA Living" on land plots located on Termchikova Street in Bishkek.

According to the document, the investor is allocated 53.5 hectares of land at 16 Termchikova Street, as well as additional plots with a total area of 0.8 hectares.

Temporary use of the additional land plots will be granted for a period of 49 years.

Financial Obligations

In accordance with subparagraph 1 of paragraph 2 of the resolution, OsOO "RCA Living" commits to transfer to the budget of the city of Bishkek:


The resolution comes into effect seven days after its official publication.

The document is signed by the Chairman of the Cabinet of Ministers of the Kyrgyz Republic A. Kasymaliev.

The amendments were adopted on February 11, 2026, under number 87.

Note: According to the Ministry of Justice, the head of the company is Fan An Shong, and the founders are Shabazov Salim Makhmutovich and the company "Silverdale Limited." This company was registered on August 19, 2024, and is engaged in the construction of residential and non-residential facilities.

Background:

Vice Mayor Azamat Kadyrov reported on January 29 that construction is planned on the site of the "Ak-Kula" racetrack, which has been leased for 49 years.

Previously, the chairman of the permanent commission of the Bishkek City Council on municipal property, land issues, urban planning, and architecture Kazybek Ergeshov ("Yntymak") noted that the city hall had not conducted a presentation of the construction project for the racetrack area, although such a request had been made.

According to A. Kadyrov, investors provided a preliminary presentation, but the final version has not yet been presented. The investors asked to wait until after the New Year holidays for a complete presentation of the project. "We didn't know they were celebrating the New Year," he added.

The project includes:

- construction of 12-13 high-rise buildings (the number may change),

- creation of a park with an area of about 10 hectares with artificial water bodies,

- construction of highways to connect the east and west (continuation of Matyiev Street),

- two business centers taller than 50 floors,

- three schools,

- multi-level parking.

A theater is planned to be built in the park, which will be transferred to the city.

The signing ceremony of the agreement and contract with OsOO "RCA Living" for the transfer of the territory of the former "Ak-Kula" racetrack took place on November 27, 2024, at the Bishkek City Hall.

According to the press service of the city hall, on July 8, 2024, the city hall received an offer from the companies ROX Group and TNG Global Foundation to acquire the property complex of the "Ak-Kula" racetrack, after which a local subsidiary company — OsOO "RCA Living" was established.

According to the contract, a payment to the city budget for the use of the land plot over 49 years is set at 5.8 billion soms, as well as the construction of social facilities with subsequent transfer to municipal ownership for a total of 3.5 billion soms.
