Kadyrov clarified that this restriction does not apply to residential areas and internal courtyards.
During the meeting, it was also noted that from the end of 2023, the procedures for preparing architectural and technical conclusions (ATC) for lightweight structures on municipal plots have been suspended by the instruction of the deputy mayor.
Deputies of the Bishkek City Council raised the issue that ATCs are issued selectively, citing this directive. “One neighbor in one courtyard was issued a conclusion, while another was not. Many are denied, but ATCs continue to be issued on Zhukeeva-Pudovkina Street. Lightweight kiosks were built at the Orto-Sai market, although there should be a park there,” expressed dissatisfaction Deputy Kazybek Ergeshov.
“If we find facts of selective approaches by the architectural services, we are ready to pass the information to law enforcement agencies for legal assessment. The approach to issuing conclusions should be uniform and fair. I propose to create a joint commission for further investigation,” added Azamat Kadyrov.
