Deputy Jumabek Salymbekov raised the issue faced by businessmen when exporting textile products to Russia during a meeting of the Committee of the Jogorku Kenesh, which deals with financial, budgetary, and entrepreneurial matters, on March 2, 2026. He noted that goods are delayed at the border of Kazakhstan with Russia for an extended period.

In response, Deputy Chairman of the State Customs Service Elnura Mambetjunusheva stated that work is currently underway on algorithms in collaboration with the Federal Customs Service of Russia to address this issue. She added that at the moment, six vehicles with goods are undergoing verification for labeling.

“The employees of the FCS may have doubted that this textile product is self-sewn from Kyrgyzstan, rather than from Uzbekistan,” she explained.

Additionally, the meeting discussed a draft protocol on amendments to the Agreement concerning criminal and administrative liability for violations of the customs legislation of the Customs Union and its member states, signed on July 5, 2010. This draft was submitted for approval.
Background:

According to information provided by representatives of the textile industry, since September 15, 2025, the Russian side has begun active inspections of light industry products arriving from Kyrgyzstan.
As a result, such measures have raised concerns among entrepreneurs, who reported the closure of “at least 4-5 thousand sewing workshops.” However, this information was denied by the government.
