The detained employees are a worker from the IK-16 of the State Penitentiary Service and a representative of the Internal Affairs Department of the Pervomaisky District, according to reports from the State Committee for National Security (GKNB).
During the investigation conducted by the GKNB of the Kyrgyz Republic, the Main Department of the State Penitentiary Service, and the Department of Internal Affairs for Bishkek, it was revealed that the employees of the State Penitentiary Service and the Internal Affairs Department of the Pervomaisky District, acting in collusion, received monetary funds for resolving the issue of granting clemency to one of the convicts.
According to available data, the worker from IK-16 of the State Penitentiary Service, known as "Zh.D.", and the employee of the Internal Affairs Department of the Pervomaisky District "T.N." seized a large sum of money by gaining the trust of a convict from IK-1 of the State Penitentiary Service between December 2024 and April 2025. However, the convict was ultimately denied clemency.
Based on the above, the investigative committee of the GKNB of the Kyrgyz Republic initiated a criminal case under Article 209, Part 4, Clause 4 "Fraud" of the Criminal Code of the Kyrgyz Republic. Both detainees were placed in the temporary detention facility of the GKNB of the Kyrgyz Republic.
