
At the meeting of the Eurasian Economic Commission Council, held on January 30, 2026, important decisions were made aimed at supporting the agro-industrial sector of Kyrgyzstan, as reported by the Ministry of Agriculture.
As part of the new measures, tariff preferences have been introduced concerning the exemption from import customs duties for a number of goods that have social and economic significance, which will be imported into Kyrgyzstan for domestic consumption and processing.
First of all, this concerns beef:
Duration: until December 31, 2026
Volume: no more than 5,000 tons
The exemption applies to:
- fresh or chilled beef (EAEU HS codes: 0201 …),
- frozen beef (EAEU HS codes: 0202 …).
To take advantage of the tariff exemption, it is necessary to provide supporting documents from the authorized body of the member country, indicating the importing organizations, as well as the nomenclature and volumes of goods. The meat imported using the exemption must be used exclusively for the production of meat products and only at meat processing enterprises. The export of finished meat products made from exempt raw materials to the territory of other EAEU member states is not allowed.
The next item on the list is sugar:
Duration: until December 31, 2026
Raw cane sugar (subheading 1701 13 EAEU HS)
Volume: no more than 20,000 tons
The exemption is granted upon the availability of a document from the authorized body of the Kyrgyz Republic confirming the purpose of the goods, as well as containing information about the importers and processing organizations. Raw sugar can only be used for processing within Kyrgyzstan. The export of white sugar produced from exempt raw materials to other EAEU member states is not permitted.
Exemption from import duties is also provided for citrus fruits:
Duration: until December 31, 2026
List of goods and volumes:
- fresh bananas (0803901000) — 3,000 tons
- fresh mandarins (0805210000) — 2,500 tons
- fresh table grapes (0806101000) — 1,500 tons
- fresh oranges (0805102000) — 1,000 tons
- fresh mangoes (0804500001) — 500 tons
- fresh kiwis (0810500000) — 500 tons
Cocoa products are also subject to exemptions:
Duration: until April 30, 2027 (annually)
cocoa butter (EAEU HS code 1804000000) — 300 tons
The main objectives of the adopted measures:
- ensuring stable supply to the domestic market,
- supporting processing enterprises,
- curbing price increases for socially significant products,
- developing the agro-industrial complex of the Kyrgyz Republic.
