It is expected that the implementation of this measure will begin in the fourth quarter of 2026.
According to the ministry, the mechanism will be based on the principles of disciplinary and administrative responsibility aimed at protecting entrepreneurs from harm. This includes cases of unjustified inaction and violations of deadlines for the provision of public services.
According to information from the Ministry of Economy, the following results are anticipated:
- the introduction of a mechanism for personal accountability for officials, including disciplinary measures and administrative sanctions for actions or inactions that harm SMEs, as well as the establishment of deadlines for reviewing complaints (up to 30 days);
- mandatory verification of facts with subsequent publication of results and priority compensation for damages;
- a reduction in the share of confirmed cases of unlawful pressure;
- the introduction of a practice of annual reporting on accountability issues.
