During a meeting of the Jogorku Kenesh on March 11, 2026, Deputy Zhyldyz Sadyrbaeva expressed the opinion that excessive government intervention in market processes negatively affects competition.
According to her, such actions by the government lead to an increase in bureaucracy, a decrease in investments, a slowdown in economic growth, and an increase in the level of corruption.
Sadyrbaeva also noted that a stable and free market is important for investors.
She raised a question about the moral aspect of Article 15 of the discussed draft law on competition: “Can an entrepreneur who reports a collusion first avoid liability and fines?”
This statement was responded to by the head of the Antimonopoly Service, Aibek Mamyraliev, who explained that this article was amended at the request of businesses to avoid immediate imposition of fines.
However, the deputy disagrees with this practice.
“It turns out that first the entrepreneur engages in collusion, and then reports it. This is unacceptable,” she emphasized.
At that time, the draft Law "On Competition" was being discussed, which was submitted for the first reading (initiator – Chairman of the Cabinet of Ministers, entry No. 6-1194/26 dated 27.02.2026) (Committee on Finance, Budget, Entrepreneurship, and Competition Development).
