Nurdan Oruntaev, the Minister of Construction, Architecture, and Housing and Communal Services of Kyrgyzstan, held a working meeting with the leadership of construction organizations in Manas during his trip to the Jalal-Abad region.
The meeting was attended by Tilek Tekebaev – the authorized representative of the president in the Jalal-Abad region, as well as local government officials and contractors involved in the implementation of large construction projects.
The main focus of the meeting was on compliance with legislation in the construction of social facilities, the quality of design solutions, the justification of estimates, and the procedure for starting construction works.
Earlier, during inspections at several sites, cases of financial violations and unjustified inflation of estimated costs were identified.
As a result of the discussion, the minister instructed to review a number of existing projects. In particular, he announced that the construction of the regional philharmonic in Manas, planned for an amount of 6 billion 800 million soms, will be temporarily suspended. The project will be revised with an emphasis on optimizing its parameters, added Nurdan Oruntaev.
It was also decided to transfer several large facilities that were previously under the jurisdiction of the Manas city administration to the direct management of the Ministry of Construction.
These facilities include:
— a multifunctional sports complex for 5,200 seats on Y. Abdrakhmanov Street;
— a new 7-story building of the regional hospital on Glinka Street;
— a branch of the Presidential Lyceum "Akyilman" on R. Azimov Street;
— a new building for the regional philharmonic on Kurmanbek Street;
— a modern city museum on Kurmanbek Street;
— a park in the Suzak district;
— a pumping station, regulation reservoirs, pipelines, and irrigation networks in the city of Manas.
Following the meeting, the minister reviewed the project documentation and the state of construction of the specified facilities. Final decisions will be made after all inspections are completed.
It is noted that these measures are being implemented on the instruction of the president of Kyrgyzstan and are aimed at strengthening control in the construction sector, improving the quality and adherence to deadlines for project execution, as well as the effective use of budgetary funds.
At the same time, work on other construction sites in Manas continues as usual.
