From Recreation Area to Stadium: How the City of Talas is Being Revitalized

Aybek Kochorbaev reported that 1 billion 90 million soms have been allocated from the presidential stabilization fund to Talas.

“Previously, there was no comfortable public transport in the city. Of the allocated amount, 180 million soms will go towards the purchase of electric buses. As a result of a recent trip by the regional and city leadership to China, an agreement was reached to purchase 30 buses. Since the allocated funds turned out to be insufficient, part of the transport will be acquired through leasing,” he added.

Road Infrastructure Update

Last year, 50 km of sidewalks were asphalted in Talas. In 2026, it is planned to repair 36 km of city roads: 10 km will be carried out by the Ministry of Transport and Communications, while the remaining 26 km will be funded by 910 million soms from the stabilization fund.

Infrastructure Initiatives

Of the allocated 1 billion soms for regional development, 240 million are directed to the needs of Talas. Last year, these funds were used to fully reconstruct the central square and asphalt 7 km of roads, including pedestrian and bike paths.

Three factories have also been built in the city: an asphalt concrete plant for 33 million soms, a concrete plant for 19 million, and a stone crushing plant for 30 million. The equipment for them was brought from China, and construction has been completed.

“All three factories are already operational. The total cost amounted to about 90 million soms. Materials from these factories will be used for road construction this year,” noted Kochorbaev.

Additionally, 18 units of equipment have been purchased: 12 units were transferred to the factories, while the remaining 6 were given to municipal enterprises for garbage collection and road work.

Tourism and Entertainment Projects

A large-scale reconstruction of the city’s central park has begun, with 112 million soms allocated for this purpose. The park covers an area of about 5 hectares. New recreation areas are being created, attractions are being installed, and landscaping is underway.

The old attractions had not been operational since 2008, and now 8 new ones have been brought in from China. For greening and landscaping, 30 million soms have been allocated from the stabilization fund, while the local budget will contribute about 9 million soms.

“Seven attractions have already been installed, and the last one is in the process of installation. With the arrival of warm weather, active landscaping will begin. We plan to complete the park renovation by April 20,” said the deputy mayor.

There is also a project for the reconstruction of the alley named after Keneshbek Nurchanov, where shops, a library, recreation areas, and sports grounds, as well as a fountain will be established. Exhibitions dedicated to the works of Ch. Aitmatov will also be installed. The project is expected to be completed by July 2026, with about 40% readiness and a total contract cost of 281 million soms.

In addition, two water reservoirs of 2000 cubic meters each are being built (total cost — 84 million soms). Water supply will begin in the spring, which will improve the clean water supply system.

Shopping and Entertainment Center "Balastan"

1 billion 117 million soms have been allocated for the construction of the center from the regional fund and the republican budget. The total area will be 17 thousand square meters.

In "Balastan," there will be attractions, special play areas for children with disabilities, a modern cinema, a congress hall, and restaurants. The center plans to use guide robots, which will be delivered from China.

After the center opens, more than 200 jobs will be created. The opening is scheduled for Independence Day, August 31.

Social Facilities

A new building for kindergarten No. 1 "Altyn balalyk" for 280 places is being constructed in Talas. The project, costing over 220 million soms, is financed from the republican budget, and its completion is expected in early 2027.

As part of Kyrgyz-Russian agreements, 9 schools will be built in the country, including one in Talas. Engineering works for the school for 1200 places have already been completed, and this year a capsule will be laid.

The construction of a new building for the regional office of the Ministry of Justice is nearing completion.

A football stadium for 5500 seats will soon open, with concrete work already completed, and the opening is planned for Independence Day.

137 million soms have been allocated for the major repair of the regional combined hospital named after Ch. Mambetov.

With the support of sponsors, the "Akyilman" lyceum is being built, with an estimated cost of 1 billion soms for 900 places, including a two-story dormitory. The readiness of the facility is 60-70%.

As part of the first phase of the sewage and water supply project, 23 km of water supply and 13 km of sewage pipes have been laid. After the implementation of the second phase, the sewage system will cover up to 90% of the city.

The state mortgage company is building housing in two districts of the city, including 14 five-story and 9 nine-story blocks, totaling about 900 apartments.

Additionally, a new building for the state university costing 300 million soms is being constructed. A five-story modern building is planned to be completed in July 2026.

“We are making every effort to complete all projects on time. This year, Independence Day will be celebrated in Talas, so we are actively preparing to hold events at a high level,” summarized Aybek Kochorbaev.
