From 2022 to 2023, the aforementioned individuals, acting in collusion, created a corruption scheme under which they illegally allocated land plots for recreational purposes. These plots were located in a favorable position along the central road leading to the city of Talas and belonged to the state forest fund. In particular, 3.2 hectares were allocated to citizen M.N.I., 3 hectares to K.u.Ch., 2 hectares to A.G.A. (the akim's spouse), and 1.2 hectares to S.M.T. These plots were used for the construction of recreation areas.
Furthermore, in 2024, akim A.B.M., using his official powers, contrary to the interests of the service and without the necessary permits, in collaboration with former deputy S.I.A. and former head of the village council B.O.Dzh., allowed the cutting down of 475 pyramid-type poplars in the Bakai-Ata district, causing damage to the state amounting to 5 million 310 thousand 505 soms.
Currently, akim A.B.M. and director A.N.Dzh. have been detained and are in a temporary detention facility in Talas. Additional investigative actions are being conducted to identify other participants in the corruption scheme.
