During the execution of tasks set by the GKNB leadership, serious violations of the legislation of the Kyrgyz Republic were identified, involving the head of the Bakai-Ata district state administration A.B.M. and his subordinates. Both officials, along with other officials, organized a corruption scheme from 2022 to 2023, in collusion, related to the illegal provision of land for recreational purposes.
The land plots, located in the state forest fund and situated along an important highway, were transferred to citizens, including M.N.I. (3.2 ha), K.u.Ch. (3 ha), A.G.A. (the akim's spouse, 2 ha), and S.M.T. (1.2 ha). Recreation zones were built on these plots; however, they were formalized with gross violations — without payment for forest losses, without a positive conclusion from the environmental expertise, and without registration with the cadastral authorities. The damage from evading payment for forest losses amounted to over 23 million soms.
Furthermore, in 2024, akim A.B.M., using his official powers and acting in the interests of private individuals, granted permission for the cutting down of 475 "pyramidal poplar" trees in collaboration with former deputy of the Ak-Dobo rural area, S.I.A., and the former head of the same district, B.O.Dzh., despite the lack of necessary permits. As a result, the state suffered damage amounting to 5 million 310 thousand 505 soms.
As part of the initiated criminal cases under Article 337 of the Criminal Code of the Kyrgyz Republic "Abuse of Official Position," akim A.B.M. and director A.N.Dzh. were detained and placed in a temporary detention facility. Currently, investigative actions are ongoing to identify other participants in this corruption scheme.
