In the Ak-Tal District, residents of villages recently included in high-altitude zones are requesting a resolution regarding pension benefits.

In the Ak-Talinsky district of the Naryn region, residents of several villages recently classified as high-altitude areas have expressed dissatisfaction with the lack of legal benefits when retiring.

According to information, last year the villages of Cholok-Kayin and Konorchok in the Ala-Bugin rural district, as well as the village of Zhany-Tilek in the Kara-Burgon rural district, were included in the list of high-altitude settlements. However, local residents claim that when calculating pensions, benefits, and salaries, the coefficients applicable to high-altitude areas are not applied to them.

Gulya Karbosova, a resident of the city of Naryn, shared her story: “I was born in the village of Konorchok and have spent most of my life in a high-altitude area. I am 49 years old, a mother of three children, and I have a land share in Konorchok. Since I turned 50, I can no longer work due to health problems. When I learned that my village was included in the list of high-altitude areas, I was happy, hoping for the possibility of retiring, but at the Naryn Territorial Department of the Social Fund, I was told that the list had not yet been received for implementation. How is it possible that the villages were included in the list, but the benefits do not apply?”

Another resident, Aysuluu Janylyshova from the village of Kosh-Dobo, also faced difficulties: “I have lived my whole life in a high-altitude area, but I cannot apply for a pension because my place of birth was not previously recognized as high-altitude. I lived in Cholok-Kayin for 20 years and in Kosh-Dobo for 30. Despite this, I cannot receive pension benefits because my land plot is registered in another village. Many women are in a similar situation. We are glad that the village made it onto the list, but in reality, it changes nothing. Who will solve our problem?”

In turn, representatives of the Ak-Talinsky District State Administration reported that no changes have yet been made to the relevant resolution, and the necessary orders have not yet been received. “According to the Cabinet of Ministers' resolution dated October 23, 2025, No. 692, the villages of Zhany-Tilek, Konorchok, and Cholok-Kayin were included in the list of high-altitude settlements. Pension benefit issues are regulated by the government resolution dated May 3, 2013, No. 235, but changes to this resolution have not yet been made,” the administration stated.

Additionally, residents of other villages, such as Ak-Kiya, Ak-Tal, Togolok Moldо, Zhany-Talap, Ügüt, and Baigönchök, are also requesting that their settlements be included in the list of high-altitude areas. They believe that the Ak-Talinsky district as a whole is high-altitude, and the absence of their villages from the list is unfair.
