According to the investigative committee, a corruption scheme was organized in 2022–2023 by a group of individuals, including the akim of the Bakai-Ata district A.B.M., who previously held the position of head of the Talas regional department of the Ministry of Natural Resources, Ecology, and Technical Supervision, the director of the Talas Forestry of the Ministry of Emergency Situations A.N.Dzh., as well as other participants. They illegally transferred land plots measuring 3.2 hectares (M.N.I.), 3 hectares (K.u.Ch.), 2 hectares (A.G.A., the akim's spouse), and 1.2 hectares (S.M.T.), located in recreational zones along the main road leading to the city of Talas.
The land plots were allocated without the necessary calculations and payment for forest losses, without obtaining a positive conclusion from the state environmental expertise, and without registration with the cadastral authorities and architectural service. As a result, the damage from evading payment for forest losses exceeded 23 million soms, as reported by the GKNB.
Additionally, the akim, using his powers in 2024, in collusion with former deputy of the Ak-Dobo rural district S.I.A. and the former head of this district B.O.Dzh., issued a permit for the cutting down of 475 "pyramidal poplar" trees in the Bakai-Ata district. This action also caused damage to the state amounting to 5 million 310 thousand 505 soms.
A criminal case has been initiated under Article 337 ("Abuse of Official Position") of the Criminal Code of Kyrgyzstan. The officials have been detained and placed in the temporary detention facility of the Talas Internal Affairs Department.
As part of the investigation, work is ongoing to identify other individuals involved.
