
Officials organized a corruption scheme by providing land from the forest fund
In the Talas region, several officials have been detained, including the akim of the Bakai-Ata district, citizen A.B.M., and the director of the Talas forestry, citizen A.N.Dj. This became known from the press service of the State Committee for National Security (GKNB).
According to the agency's information, serious violations of the legislation of Kyrgyzstan were identified in the actions of local state administrations. A.B.M., who previously headed the Talas regional department of the Ministry of Natural Resources, Ecology, and Technical Supervision, and A.N.Dj., the director of the Forestry Service under the Ministry of Emergency Situations, conspired and illegally provided plots of forest fund land for recreational purposes from 2022 to 2023.
As a result of their actions, several citizens, including M.N.I. (3.2 hectares), K.u.Ch. (3 hectares), A.G.A. (the akim's spouse, 2 hectares), and S.M.T. (1.2 hectares), received land in a convenient location along the main road leading to the city of Talas. Recreation areas were built on these plots.
The issuance of land was carried out without the necessary procedures, such as assessment and payment for forest losses, obtaining a positive conclusion from the state ecological expertise, and registration with the cadastral authorities. This resulted in damage of more than 23 million soms just from evasion of forest loss payments.
Furthermore, in 2024, A.B.M., using his official powers, in collusion with the former deputy of the Ak-Dobo rural district S.I.A. and the former head of the same rural district B.O.Dj., issued a permit for the felling of 475 "pyramidal poplar" trees in the Bakai-Ata district. This action caused damage to the state amounting to 5 million 310 thousand 505 soms.
Currently, A.B.M. and A.N.Dj. have been detained and are in the temporary detention facility of the Talas Internal Affairs Department. Investigative activities are ongoing to identify other participants in this corruption scheme.
