In Kyrgyzstan, the payment of the recycling fee under the Extended Producer Responsibility system has come into effect

As of January 1, 2025, a new regulation on the necessity of paying a recycling fee under the Extended Producer Responsibility (EPR) system has come into effect in Kyrgyzstan, according to information from the Ministry of Natural Resources.

The EPR system is a state mechanism that places the responsibility on producers and importers for the disposal of goods and packaging after their use.

On June 19, 2024, the Cabinet of Ministers of the Kyrgyz Republic adopted Resolution No. 322, which approved a list of 24 categories of goods subject to the EPR system. This list includes items such as batteries, automobile tires, lubricants, packaging made of plastic and cardboard, as well as household appliances.

The obligations for paying the recycling fee are imposed on the following groups of payers:

▪️ Importers must pay the fee within 15 days from the date of importation of goods into the country;

▪️ Producers are required to make payments quarterly, by the 15th of the month following the reporting period.

The implementation of the EPR mechanism will be monitored by the state enterprise "Ekooperator".

The funds collected from the recycling fee will be directed towards the development of infrastructure for waste recycling and the implementation of environmentally friendly technologies.

Late payment of the recycling fee will result in administrative sanctions in accordance with current legislation.
