In Kyrgyzstan, the process of obtaining passports for minors has been simplified


Starting from January 23, 2026, the rules for submitting documents for a general civil passport for individuals under 16 years old in Kyrgyzstan have changed. The press service of the State Administration "Kyzmat" reported that registration at the place of residence is no longer required for passport issuance.

Additionally, the submission of documents has been simplified in situations where one of the parents cannot be present. The option to obtain notarized consent is now available through the Electronic Notary system, and employees can access the necessary information by knowing the applicant's unique code.

All powers of attorney issued on the territory of Kyrgyzstan are now linked to the automated systems of the Public Service Centers (PSC). This has made it possible to deregister from the place of residence and stay based on a notarized power of attorney.

Furthermore, for citizens who are changing their ID cards, a new reason for replacement has been added — the change of nationality of one of the parents.

These changes were implemented in accordance with the resolution of the Cabinet of Ministers.
