Simplified Rules for Passport Issuance and Citizen Registration

As part of the ongoing digital transformation of public services, the Cabinet of Ministers has approved amendments to several of its resolutions concerning population registration and document issuance. This is aimed at improving the accessibility and convenience of services for citizens.

In particular, the changes pertain to Resolution No. 167, adopted on April 12, 2024, which regulates the process of obtaining ID cards and general civil passports. One of the significant innovations is the introduction of the concept of a Unified Information System for Notaries.

According to the new rules, for obtaining a general civil passport, children under 16 no longer need to have registration or consular registration.

The list of documents required to confirm the citizenship of applicants has also been clarified, taking into account situations where data is absent from state databases or when it is impossible to present documents via the mobile application "Tunduk." Additionally, new rules for changing nationality have been defined, including a list of necessary documents.

Some changes also concern the process of canceling and withdrawing replaced passports, as well as the issuance of documents in case of loss.

Furthermore, amendments have been made to Resolution No. 435, dated July 31, 2024, which regulates the rules for registering and deregistering citizens at their place of residence. In particular, the possibilities for using a notarized power of attorney in cases where data is absent from state registers have been expanded.

These changes will come into effect in seven days.
