These changes were approved as part of the Regulation on the procedure for the stay of foreign citizens in Kyrgyzstan, which was adopted by the Cabinet of Ministers of the Kyrgyz Republic on October 10, 2023, under number 541.
According to the new conditions, citizens of Kazakhstan have the right to stay in Kyrgyzstan without a visa for 90 days in total within every 180 days, starting from the moment of their first entry. The days already used for the stay are not reset and accumulate with each border crossing.
Only if a citizen of Kazakhstan stays outside the Kyrgyz Republic continuously for 90 calendar days will the counting of the stay time start anew, as clarified by representatives of the Border Service.
According to the new regulations, during the first 30 days of stay, citizens of Kazakhstan are not required to register at their place of residence. However, if they plan to stay in the country longer than this period, registration becomes necessary.
If a citizen of Kazakhstan is in Kyrgyzstan for more than 90 days without registration, their subsequent entry will be restricted for 90 days.
To extend their legal stay in the country, one of the following documents is required: registration at the place of stay, residence permit, temporary residence permit, "Kairylman" status, "Meken-kart," "Resident-card," as well as other documents provided for by international agreements to which the Kyrgyz Republic is a party.
Furthermore, the Border Service noted that similar conditions for stay apply to citizens of the Kyrgyz Republic in Kazakhstan.
