
State resources will be used more efficiently
In Kyrgyzstan, the process of liquidating the colony-settlement system is coming to an end — a unique format of correctional institutions that does not meet modern requirements. The completion of this reform is scheduled for the end of January 2026, when the second group of such institutions will be closed. Now, the supervision of convicts who receive mild forms of punishment will be fully transferred to the probation institution.
The Ministry of Justice emphasizes that this decision represents not just a reduction in jobs, but a radical change in the approach to the judicial system. The abolition of colonies will eliminate the duplication of state functions and optimize the use of budgetary funds. Instead of the costly maintenance of old institutions, the country is focusing on the implementation of digital technologies and assistance in the social adaptation of convicts without isolating them from society.
Thus, on January 28, a decision was made to close colonies No. 26, 42, 43, 44, 45, and 52.
This approach will allow the authorities to use the resources available to the state more effectively.
