
The Ministry of Justice announced the decision to liquidate the last six colony-settlements, which no longer meet modern requirements in the correctional institution system.
This measure is part of a broader reform program aimed at reducing bureaucracy in public administration.
The liquidation process was carried out in stages. In 2025, amendments were made to the relevant codes and regulations, after which the first group of institutions was closed.
On January 28, 2026, a decision was made to close the second group of colonies, which included institutions No. 26, 42, 43, 44, 45, and 52.
The foundation of these reforms was Law No. 181, adopted on July 31, 2025, which excluded colony-settlements from the Criminal Executive Code of the Kyrgyz Republic.
The main goal of the reform is to implement a more modern and effective approach that eliminates the duplication of functions with probation, optimizes the use of public funds, and ensures the protection of the rights of employees of the disbanded institutions.
