In Kyrgyzstan, a decision has been made to eliminate the last six settlement colonies, which are considered an outdated format of correctional institutions.

This initiative is part of a reform aimed at simplifying state governance. The Ministry of Justice reported this.

The process of liquidation was carried out in stages: in 2025, amendments were made to the relevant codes and regulatory acts, after which the first group of settlement colonies was closed.

On January 28, 2026, a plan was adopted for the liquidation of the second group of institutions, which included No. 26, 42, 43, 44, 45, and 52.

The basis for this reform was Law No. 181 dated July 31, 2025, which excluded settlement colonies from the Criminal Executive Code of Kyrgyzstan.

This reform aims to implement a more modern and effective approach: it involves eliminating the duplication of functions with probation, rational use of budgetary funds, and ensuring the rights of employees of the liquidated institutions.
