Deputy Tatiana Kuznetsova inquired about which organizations are currently on this list. Representatives of the city administration reported that such a list would be provided to the parliament members later.
Kuznetsova noted that during tenders for certain types of work, problems arise with contractors who hire subcontractors. Although this is not prohibited, it leads to a decrease in quality and a loss of declared technical parameters. "Are explanatory discussions held with the winners of the tenders to ensure they avoid involving subcontractors?" the deputy asked.
Azamat Kadyrov, the deputy mayor, responded that starting in 2024, the capital construction management will take this issue into account when concluding contracts.
"Our city administration and the capital construction department monitor the execution of work. We have submitted the list of dishonest contractors to the Ministry of Construction so that necessary measures can be taken there, including revoking licenses. Starting in 2025, our projects will not involve subcontracting. We set requirements for the winners of the tenders: work must be completed on time, with high quality, and with maximum savings of budget funds," the vice-mayor added.
