This document introduces unified standards for organizational and sanitary-anti-epidemic measures aimed at preventing the import and spread of quarantine and particularly dangerous infections that pose a threat to public health.
According to the draft, the new rules will be mandatory for all state institutions, as well as for private enterprises and their employees. The basis for these norms is the laws of the Kyrgyz Republic on health protection and public health, as well as international agreements and sanitary rules adopted in 2005.
In the event of a deterioration in the epidemiological situation, the possibility of opening additional sanitary-quarantine points at the borders with neighboring countries and China is provided.
It is planned to strengthen sanitary-quarantine control on all international transport routes and at checkpoints on the state border.
An important part of the project includes measures taken in the event of a threat of infection spread: temporary restrictions on movement across the border may be introduced in certain locations, as well as quarantine measures that will be implemented by coordinating bodies in agreement with the Ministry of Health. The document also establishes requirements for the actions of services in case of detecting individuals with signs of infection on transport, as well as the procedure for sanitary inspection and disinfection, pest control, and rodent control if necessary.
The comprehensive plan for 2026–2030, as stated in the justification, should ensure inter-agency coordination and readiness of services for the rapid localization and elimination of outbreaks of dangerous infections.
