The fine will range from 5,000 to 20,000 soms


The Kyrgyz Ministry of Education has initiated a draft law that proposes imposing fines on parents for their children's disrespectful behavior towards teachers. This project is currently undergoing public discussion.
The main reason for developing this draft law was the identification of insufficient protection of teachers' rights, as well as the increase in cases of aggression directed at them from both students and parents. According to the authors, these issues contribute to professional burnout and the departure of educators from the system.
Additionally, the developers of the draft law noted the presence of bureaucratic obstacles and the need to address a number of issues related to the operations of educational institutions, including situations where teachers are assigned tasks unrelated to their professional duties.
The project proposes to establish fines for violations of the specified norms ranging from 50 to 100 calculated indicators (which corresponds to 5,000-10,000 soms). In the case of repeated offenses within a year, the fine amount may increase to 200 calculated indicators (20,000 soms).
Furthermore, it is planned to strengthen the responsibility of individuals for disrespectful treatment of teachers while they are performing their official duties:
- for insulting teachers, a fine of up to 50 calculated indicators (5,000 soms) is provided,
- for parents or guardians whose children show disrespect towards teachers, a warning or a fine of 100 calculated indicators (10,000 soms) is stipulated.
