Fines for Insulting and Burdening Teachers Will Increase Significantly

In Kyrgyzstan, stricter measures of accountability are being introduced for disrespectful behavior towards teachers and interference in their professional activities. These changes apply to both the offenders themselves and the parents of minors, as well as officials. The Ministry of Education and Science has developed amendments to the Code of Offenses.

Increased fines for disrespecting teachers

According to the new proposals, the fine for insulting an educational worker while performing their official duties, including the use of obscene language, indecent actions, and insults, will increase fivefold. Currently, such actions are subject to a warning or a fine of 10 calculation indicators (1,000 soms), while the new amendments propose a fine of 50 calculation indicators (5,000 soms) or a warning.

Measures of accountability for parents are also changing. If such an offense is committed by a child under 16, only a warning is currently provided. It is proposed to introduce the possibility of issuing a warning or imposing a fine of 100 calculation indicators (10,000 soms).

Introduction of accountability for interference in teachers' work

It is proposed to add a new article to the Code concerning obstacles to the lawful professional activities of teachers in state and municipal educational institutions.

Violations include actions such as involving teachers in tasks unrelated to their duties; demands for reporting and information not provided for by law; illegal inspections; coercion to purchase goods or services at their own expense; as well as forcing them to participate in events unrelated to their professional activities.

Fines for such actions will be as follows: for the first violation, for individuals — 50 calculation indicators (5,000 soms), and for officials — 100 calculation indicators (10,000 soms). In case of repeated violations within a year, the amount of fines will increase: for individuals — 100 calculation indicators (10,000 soms), and for officials — 200 calculation indicators (20,000 soms).

“The main goal of this bill is to protect the rights and freedoms of educational workers in educational institutions, as well as to strengthen accountability for offenses related to obstacles in their professional activities,” the Ministry of Education reported.

The bill will be available for public discussion until the end of February.
