The HPP, which has been operating for over six decades and provides Bishkek with heat and electricity, faces ongoing challenges in disposing of the ash produced during the coal combustion process.
As Junushaliev noted, the municipal enterprise "Tazalyk" agreed to remove the ash from the HPP, but only on the condition that it is packaged in bags.
He also spoke about a new strategy for handling this ash mass. Previously, the costs for cleaning the ash exceeded 30 million soms per year, but starting in 2026, it is planned to begin selling it at a price of 2,500 soms per ton, and with taxes included, at 2,900 soms.
Now, instead of spending money on the removal and cleaning of ash, we are starting to generate income. Our by-product is ready for sale.

He added that the ash produced by the HPP is used in the production of paving stones, bricks, and slates. This not only allows for waste recycling but also reduces the financial burden on the city budget.
The transfer of the heat plant to the management of the city hall in 2024 was an important step for implementing a large number of transformations. From that moment on, active modernization of the facility began, which, according to the mayor, made it possible to introduce new methods for dealing with ash waste.
