Ethnic Kyrgyz complain about the staff of the population registration authorities

The parliamentarian called on the staff of the Public Service Centers, Cadastre, and Architecture to adhere to professional ethics and treat citizens equally


Temirlan Aitieff, a deputy of the Jogorku Kenesh, voiced a number of complaints from ethnic Kyrgyz who have moved to Kyrgyzstan. According to him, many of them face discrimination and unequal treatment from government services, despite the fact that simplified conditions for obtaining citizenship have been created for them.

In particular, this concerns Kyrgyz who arrived from Tajikistan and Uzbekistan in 2022, forced to leave their home countries due to political pressure and persecution. The Constitution of the Kyrgyz Republic (Article 51, Paragraph 3) and the presidential decree of January 24, 2024, No. 25 guarantee a simplified process for obtaining citizenship for ethnic Kyrgyz with confirmed status.

The deputy noted that employees of Public Service Centers, Cadastre, Architecture, and other government bodies providing services to the population are obliged to follow ethical norms and ensure equal service to all citizens, regardless of their origin, income, or place of residence.

“People should not be divided into ‘black’ and ‘white,’ rich and poor, citizens of Kyrgyzstan and foreigners. Everyone should have equal access to services. The state has set clear tasks for you — fulfill them,” the parliamentarian concluded.
