During the session of the Jogorku Kenesh on February 18, Deputy Temirlan Aitieff raised the issue of the need to train civil servants in the ethics of interacting with citizens.

He clarified that ethnic Kyrgyz are Kyrgyz who do not have citizenship of Kyrgyzstan. "We are all of one blood, one nation, one country. But why do we treat them worse than enemies? In 2021, many of them returned to their historical homeland in search of protection and freedom from Tajikistan and Uzbekistan. According to current laws, they can obtain citizenship through simplified procedures and the status of qayrilman. However, government agencies providing services continue to divide people by various criteria: into rich and poor, those from the north and south. This constitutes a violation of civil service ethics, especially in institutions such as the Centers for Public Services, cadastre, and architecture," Aitieff noted, calling for adherence to discipline and respect for citizens by civil servants.
