The President commented on the situation regarding the resignation of Kamchybek Tashiev
Sadyr Japarov, the President of Kyrgyzstan, provided clarifications regarding the resignation of Kamchybek Tashiev from the position of head of the State Committee for National Security. In his address, he responded to public concerns about a potential split in the country and discussed actions aimed at strengthening unity in society.
The head of state immediately emphasized that he would not allow society to be divided along regional lines.
“First of all, I am categorically against the division between the north and the south. Politicians use such divisions when it is beneficial to them, in their own interests, sacrificing ordinary people,” he noted.
According to the president, this phenomenon has been observed since the moment of gaining independence.
“When I entered politics in 2005, I saw this with my own eyes. Half of the government was from the north, and the other half from the south. This left me with heavy feelings. I promised myself that if I ever became president, I would definitely rid the country of this problem,” he added.
The president emphasized that since 2021, the situation has begun to change thanks to systematic personnel rotation.
“We conducted a rotation among district akims, judges, as well as heads of the prosecutor's office, the GKNB, and the Ministry of Internal Affairs. 100 percent of akims and judges have been replaced. There is not a single akim from the south in the south — they are all from the north. Conversely, there are akims from the south working in the north. The same situation applies to the courts. The results are already visible — the division has significantly decreased,” he noted.
According to him, the rotation will also reach the айыл okmotu.
“If a person becomes the head of the айыл okmotu in their village, often all the best resources go to their relatives. Tenders are won by close ones, lands are received by their own. We will gradually eliminate this, but it will take time,” the president explained.
Education as a means of unification
Sadyr Japarov also spoke about the creation of “Akyilman” schools, where children from different regions learn together.
“Two to three years ago, we opened the ‘Akyilman’ school, where we brought together the most talented children from the north and south, educating them in Cholpon-Ata. Such educational institutions are now being established in all regions. Soon there will be 7-8 such schools across the country,” he added.
In his opinion, graduates of these institutions will directly enter public service.
“Last year, I signed a law that has already come into effect. The state is investing in these children today. In 5-6 years, they will become personnel who will not divide the country,” the president noted.
Starting in 2026, there are also plans to rotate students studying under the budget quota.
“5,000 students from the south will study in the north, and 5,000 from the north will study in the south. Dormitories are being built for this. People will marry, mentalities will mix. In 20-30 years, the problem of division between the north and south will disappear,” he emphasized.
Address to citizens
“Do not succumb to provocations. Whether a president is from the north or the south does not matter. The main thing is that he works honestly. As Deng Xiaoping said: it doesn’t matter if it’s a black cat or a white cat, as long as it catches mice,” he added.
On the role of politicians and the situation in the Jogorku Kenesh
The president also commented on discussions about a split among deputies:
“The division is initiated by politicians. The people become a tool. Politicians come to power, and ordinary people gain no benefit from it. The wounded and the dead are always ordinary people. In 30 years, have you seen anyone from a politician's family die?”
On friendship with Kamchybek Tashiev
The president confirmed that their personal relationship remains strong.
“We remain friends. But he will not return to public service. Let him rest and restore his health. Let him cleanse himself of ‘ak sakals and kok sakals’. He may be upset now, but in years to come, he will say: ‘Friend, you did the right thing,’” he noted.
On dismissals
Sadyr Japarov clarified that he did not initiate mass dismissals.
“I have not dismissed anyone yet. Those who leave voluntarily are not held back. But all ministries will be checked. If someone has stolen — they will be held accountable,” he added.
He reminded officials:
“Do not hire relatives, friends, or fellow countrymen. Such people are not afraid to steal,” he warned.
On possible destabilizations
Commenting on rumors about “75 politicians” and possible scenarios, the president stated:
“There will be no coups. The laws will not allow this, and the situation does not lend itself to it. The country must be governed by reason, not by force. I work 20 hours a day and control everything,” he emphasized.
On corruption and crime
The president noted that organized crime no longer exists in the country.
“All the ‘watchers’ are either in prison or have fled. Kyrgyzstan now is a different Kyrgyzstan,” he said.
Nevertheless, he acknowledged that corruption does not completely disappear in any country.
“Even in Singapore, the level of corruption is 15-16 percent. We are reducing it. Crime was eliminated quickly, but we have been fighting corruption for five years,” he added.
On a recent meeting with Tashiev
Sadyr Japarov mentioned that he recently met with Tashiev.
“I told him: rest, take care of your health. He claims he has not communicated with anyone. This means someone acted behind his back. As the Russians say — ‘a bear's service’. We will clean everything up and restore order. Thank God, we have enough strength,” he concluded.
