Sarybashov took the place of deputy Janar Akayev, who was appointed mayor of the city of Osh.

Talaybek Sarybashov, born in 1971 in the Alaï district, began his career in 1989 as a mechanic at a bus depot. After completing his military service, from 1991 to 2008 he worked first as a seller and then as the director of a market in Gulcha, as well as working at a private enterprise in the Alaï district.
- In 2008, he was elected deputy of the Alaï district kenesh, and from 2012 to 2015 he held the position of akim of this district.
- Since 2015, he has served as the authorized representative of the government in the Osh region.
- In 2018, Sarybashov was elected mayor of Osh, and in August 2021 he was appointed acting mayor of Bishkek, but he resigned on August 12.
- In 2021, he was elected deputy of the Jogorku Kenesh of the VII convocation from the "Ata-Jurt Kyrgyzstan" party.
