This draft law was proposed by the General Prosecutor's Office and includes several key changes:
- introduction of the institution of private bailiffs;
- increased liability for alimony debtors;
- the possibility of seizing funds and valuables of legal and physical persons held in bank accounts, not only by court decision but also by bailiffs;
- recovery of funds and valuables can be carried out both by the court and by private bailiffs based on enforcement documents;
- banks must provide information that is bank secret to bailiffs and private bailiffs upon requests related to the recovery of funds.
The deputy stated: "Access to information with bank secrecy should be provided solely on the basis of a court decision."
Furthermore, he expressed his concern about the proposal to impose fines on private bailiffs for violations in their activities.
According to him, it creates the impression that the draft law was prepared by different authors in state and official languages, as it contains significant technical errors.
Deputy General Prosecutor Umutkan Konkubaeva confirmed that all comments will be carefully studied.
