Digital Code and the Role of AI On July 31, 2025, the Digital Code of the Kyrgyz Republic was signed, creating the primary legal structure for the digital environment.
The document includes rules for the use of artificial intelligence, risk assessment criteria, and designates a coordinating body. It also regulates issues of digital identification, the use of big data, the protection of citizens' rights, and the creation of regulatory sandboxes.
The ministry emphasizes that this is an important step towards creating a National Digital Ecosystem.
Electronic Document Management Within the electronic document management system "SED Infodocs," 33.7 million documents have been registered, and the total number of users has reached 162,000.
At the same time, a reform in the field of digital transformation management has been carried out: "digital deputies" have been implemented in government agencies, and a personnel reserve has been created.
Personnel Training and Cybersecurity In 2025, more than 1,000 civil servants underwent training in digital literacy programs, including regional training formats and "train-the-trainer" sessions.
Additionally, national cyber exercises involving 300 specialists were held in the country.
Plans for 2026 In 2026, the Ministry of Digital Development intends to focus on the following areas:
