The agency noted that the main achievement of the year was the adoption of the Digital Code, which became the first comprehensive regulatory act governing the digital sphere in the country.
Digital Code and AIOn July 31, 2025, the Digital Code of the Kyrgyz Republic was signed, which laid the foundation for the legal regulation of the digital environment.
The document defines the rules for the use of artificial intelligence, establishes risk assessment methods, and designates a coordinating body, covering aspects such as digital identification, big data management, protection of citizens' rights, and the implementation of regulatory sandboxes.
The Ministry emphasizes that the adoption of the code was an important step towards creating a National Digital Ecosystem.
Electronic Document Management and AdministrationWithin the electronic document management system "SED Infodocs," 33.7 million documents have been registered, and the number of users has reached 162,000.
As a result of the reform in digital transformation management, "digital deputies" have been introduced in all government agencies, and a personnel reserve has been formed.
Staff Training and CybersecurityIn 2025, more than 1,000 civil servants underwent training in digital literacy programs, including regional training and the Training of Trainers format.
Additionally, national cyber exercises were conducted with the participation of 300 specialists.
Priorities for 2026In the coming year, the ministry plans to focus efforts on:
- implementing artificial intelligence in the public sector;
- developing data-driven governance;
- modernizing digital platforms;
- reengineering public services;
- enhancing cybersecurity.
