Deputy Dastan Bekeshev inquired about how many specialists monitor compliance with labor protection standards in the republic. Deputy Minister of Labor Kamchybek Dosmatov reported that there are only 28 people working in the labor protection service under the Ministry of Labor.
Bekeshev expressed doubt about whether this number is sufficient for effective oversight, especially in light of the frequent accidents in construction. Dosmatov clarified that over 100 such incidents were registered in 2025, and as a result of inspections, fines totaling about 5 million soms were imposed.
The deputy also asked about the mechanisms for controlling safety measures in construction companies. Deputy Minister of Construction Talantbek Imanakun uulu explained that after construction begins, projects are entered into a registry where safety conditions are checked, training is conducted, and records are kept.
“In 2025, ten accidents were recorded, both minor and serious. Both the heads of large companies and employees of government agencies who failed to ensure proper oversight were detained,” noted the deputy minister.
He added that last year, fines totaling 6 million soms were imposed for violations of safety conditions, and digital technologies and video surveillance systems have also been implemented at construction sites.
However, Bekeshev is particularly concerned about compensation for victims. He cited an incident in the Osh region where a man fell from the upper floor of a nine-story building under construction and became disabled, but has yet to receive the compensation due to him.
In response, Kamchybek Dosmatov stated that the labor inspection conducts checks according to an annual plan, as well as unscheduled inspections based on complaints received.
