Overall, in 2024, about 2.1 million foreign workers with patents were registered in the country, while last year this figure was approximately 2.3 million.
Moscow ranked first in the number of labor migrants in 2025, where about 631 thousand foreigners were employed. The Moscow region accommodated more than 427 thousand migrants, securing the second position. Saint Petersburg came in third with over 260 thousand foreign workers.
Among the regions with the highest number of migrants were also the Tyumen and Sverdlovsk regions, where in 2024 more than 64 thousand and about 58 thousand foreigners worked, respectively.
The least attractive regions for labor migrants were the Chukotka and Nenets Autonomous Okrugs. In the Chukotka Okrug, only 461 migrants worked on a patent, while in the Nenets Okrug there were 396.
