The Cabinet of Ministers introduces new requirements
In Kyrgyzstan, a reform in the non-banking lending sector has been initiated by the Cabinet of Ministers. The head of the government, Adylbek Kasymaliev, has approved a resolution that introduces strict minimum requirements for the operation of pawnshops.
This document is part of a strategy to improve the transparency of the financial market and applies to all licensed operators in the country.
According to the new rules, clear standards for organizational processes and requirements for the transparency of legal entities will be established.
Market representatives have been given six months to adapt their business processes to the new state regulations.
The resolution will come into effect in mid-February 2026, and experts believe this may lead to market consolidation and the exclusion of unscrupulous small players.
