Adilet Orozbekov appointed Secretary of the Security Council

A presidential decree has been signed regarding the appointment


President of the Kyrgyz Republic Sadyr Japarov issued a decree, according to which, in accordance with paragraph 8 of part 1 of article 70 and article 71 of the Constitution, Adilet Orozbekovich Orozbekov has been appointed to the position of Secretary of the Security Council.

Adilet Orozbekov, born in 1978, is a graduate of the International University of Kyrgyzstan, where he studied "Diplomacy and International Law." He also underwent training at the FSB Academy of the Russian Federation.

Orozbekov is fluent in Kyrgyz, Russian, and English.

He holds the rank of colonel and the class rank of advisor of the state civil service of the 1st class.

He began his career in 2001 as an operational officer in the national security agencies and held various positions, including leadership roles, until 2017:
2007 – 2009 — Deputy Head of the Department of the National Security Committee of the Kyrgyz Republic for the Protection of the Constitutional Order;
2009 – 2010 — Head of the International Cooperation Department and Deputy Head of the State National Security Service of the Kyrgyz Republic;
2012 – 2017 — Chief Expert of the Anti-Terrorism Center of the State National Security Committee of the Kyrgyz Republic;
Since 2017, he has worked in the Ministry of Foreign Affairs, dealing with the Shanghai Cooperation Organization;
2017 – 2019 — Referent of the Secretariat of the Shanghai Cooperation Organization in Beijing;
2023 – 2024 — Expert of the Situational Center of the Administration of the President of the Kyrgyz Republic;
Since December 2025 to the present — State Inspector of the Defense, Law and Order, and Security Department of the Administration for Monitoring the Implementation of Decisions of the President and the Cabinet of Ministers of the Administration of the President of the Kyrgyz Republic.
